Utility Exemption Program

You may qualify for an exemption from the City of Davenport utilities including sewer, solid waste and clean water fees if you meet all the following conditions:

  • The "Head of Household" is 65 years of age or older or is unable to work because of a disability for which he or she is receiving Social Security disability.
  • The total annual "Household Income" for YOU AND YOUR SPOUSE residing therein is less than $25,328.00. This income may include but is not limited to salaries, wages, pensions, insurance income, interest, dividends, alimony, child support, and Social Security.

If you are 65 years of age or older or receiving Social Security disability, you will be granted the exemption if you are currently receiving a property tax credit as defined in Iowa Code Chapter 425.23. A property tax credit will be verified with the records at the Scott County Treasurer's Office.

If you are not currently receiving a property tax credit as provided in the previous paragraph, the head of household will have to provide proof of Social Security disability, if applicable.

Copies of most current income tax returns for household members to verify income under $25,328.00 .If no income tax returns were filed, then the applicant will have to provide proof of age and household income under $25,328.00.

If you believe you qualify for an exemption, you can print an application form, fill it out, and mail or deliver it along with proof of age, disability, and income to the City of Davenport, 226 West 4th Street, Davenport, Iowa 52801. Application forms may also be picked up at the cashier window at City Hall, 226 West 4th Street or you may call 563-326-7707 or (TDD) 563-326-6145 and request that an application be faxed, emailed or mailed to you.
