When will I need to obtain an alcohol license/permit?
You will need an alcohol license in order to:
- Sell or serve alcoholic beverages at a commercial establishment that the general public has access to and/or requires entrance fees for consumption on or off the premises.
- Allow the consumption of alcoholic liquor at a commercial establishment that the general public has access to and/or requires entrance fees for the consumption on or off the premises.
- Sell or serve alcoholic beverages for consumption on public property in accordance with the Special Events Policy.
You will not need an alcohol license in order to:
- Hold a private event in a non-commercial establishment where goods or services are not sold that does not accept entrance fees and attendees are limited to bona fide social hosts and invited guests.
How do I begin the process of applying for a new alcohol license/permit?

How long will it take to obtain a new license?
The process will take approximately 45 days from the time all documents are received until the license is issued by the State of Iowa. Missing Information and errors may delay the application process.

The status of my application says "submitted to local authority." What does this mean?
Once an application is submitted to the State of Iowa, the application must be reviewed by the local authority. In order to initiate the review, you must provide the necessary documents to the Revenue Coordinator.
How do I pay for my license?
All payments for an alcohol license/permit are submitted during the State of Iowa application.
What documents are required for a new alcohol license/permit?
You will need to provide the following documents to the Revenue Coordinator: Sketch of premises, application addendum, financial statement, and use of property agreement (warranty deed, lease, sales contract). Other documents may be deemed necessary during the application process.
What do I need to include in a sketch?
The sketch should include the dimensions and square footage, entrances/exits, restrooms, tables and seating, storage areas, openings to other rooms, outdoor area (clearly showing boundaries of its area and relationship to the licensed premise), and living quarters.
What are the applicant's eligibility requirements?
The applicant must:
- be a U.S. citizen and an Iowa Resident OR be incorporated to do business in Iowa;
- have a financial standing and a good reputation;
- not have felony convictions or have had your rights of citizenship restored five or more years after conviction;
- not have any financial interest in an Iowa liquor license, wine or beer permit that was revoked during the past two years.
What is required for an annual renewal?
After submission of the online Iowa ABD renewal application, you must complete an application addendum and return it to the Revenue Coordinator. Local authority review will begin once the addendum is received.
Will I need other City licenses?
You may need additional licenses from the City of Davenport. Additional licenses may include: Retail, Game Machine, Public Amusement, Live Entertainment, Gas Station, etc.
I am holding an outdoor event, what else is required?
If you intend to use a public park/sidewalk/bike path, close a block or street, extend outside of your facility onto a public right-of-way, or will exceed the noise ordinance, you will need to contact the City Clerk to obtain a Special Events Permit. You may also need to apply for a mass gathering permit with the Scott County Health Department.
