The Human Resources Department is responsible for employee
recruitment, selection and benefits. Working closely with the Civil
Service Commission and personnel from other City Departments, Human
Resources develops and coordinates the strategy for effective
recruitment and the assessment tools aimed at increasing productivity
through improved employee selection and development of current
employees.
The department also coordinates the City's Affirmative Action
Plan, employee compensation and fringe benefit programs, classifies
municipal jobs, coordinates the employee evaluation program and employee
training, and studies human resource utilization to recommend
organizational structure and staffing needs. The Director represents the
City in negotiations with the six employee unions and resolves employee
grievances.
The Human Resources Department also is responsible for coordination
of employee benefits, including deferred compensation, and development
of various employee teams and training.

RISK MANAGEMENT
The Risk Management Division is responsible for coordination of the City's liability, property and workers' compensation insurance, loss control and claims programs.
