With all roads cleaned and reopened, temporary flood measures removed, and pumps, gates, and valves returned to normal operation, we are inactivating the City’s riverine flood response plan. While response is complete, it is important to know that recovery will continue for a few more weeks.
Those impacted by flooding and/or receiving sand and sandbags are encouraged to visit www.beprepareddavenport.com for information on sand and sandbag collection and available recovery services and assistance.
Recovery of riverfront park spaces and amenities is a work in progress; a few more weeks are required for sediment to dry and be removed from turf areas, as well as debris removal and cleaning of facilities at Credit Island. During this recovery period, visitors are welcome to use the Riverfront Recreational Trail and Walkway, the Dog Off Leash Park, Spray Park, and Veterans Memorial Park, as these spaces are clean and open to the public. The Skate Park, LeClaire, and Credit Island Parks should be fully accessible by mid-August.
The docks at Marquette Landing will be returned to their location sometime during the week of August 12.
No additional updates on this event are expected unless necessitated by significant change.

As we recover from flooding and head into Bix weekend, many have been asking about 1) the status of River Dr and 2) the traffic circle at the foot of the Government Bridge - 1) Great news – River Dr has fully re-opened! 2) There were minor delays to the completion of the traffic circle; it will not be open. Our partners at the U.S. Army Garrison Rock Island Arsenal tell us they expect to be able to open the circle to public traffic on August 2. However, due to a maintenance issue that has been identified on the Government Bridge, they are unable to open the bridge to vehicle traffic until the issue is resolved. The agency is working with contractors to complete needed work as quickly as possible. During the bridge closure, the bridge will still be available to walkers and bikers when in the closed position.
Watch for updates on recovery efforts and new re-openings on Monday, July 29.

These parks will re-open one by one over the next week or more, starting with the Marquette Dog Off Leash Park. All of the remaining parks will need to dry out, and may require other cleaning or turf attention. Please keep yourself safe and help us recover these recreation spaces by staying off of the turf until recovery is complete.

It is all hands on deck working toward a speedy recovery as the Mississippi River continues to accelerate its pace back into its banks. With today’s river stage at a little over 15 FT, many previously covered surfaces are now exposed, and the assessment and cleanup process continues. Rest assured, River Dr will be fully re-opened before the 50th Anniversary of the running of the Quad City Times Bix 7.
Here’s a status update on all that remains to be recovered. While the water may be off of many locations, please keep yourself safe and help us recover our riverfront recreation spaces by staying off the turf and uncleaned spaces until recovery is complete.

Good news, the river is picking up speed on its way back into its banks. As of this afternoon, the Mississippi is at moderate flood stage at Lock and Dam 15, and is expected to drop below flood action stage of 13 FT on Saturday, July 27. Changes will happen quickly heading into the week, starting with today and a shorter detour route. Find details at this link.
Watch for more of your favorite locations to fully recover and return to normal operations later this week, with the exception of several riverfront parks which may need a little more time to be cleaned, dry out, and recover.

The rate at which the river will recede has slowed a bit due to recent storms, but the good news is that it will continue trending down, reaching 17.6 FT by Saturday, July 20, and 15.3 FT on Wednesday, July 24.
There are no anticipated changes to detours before next week; however, we are pleased to announce that the Freight House and Union Station have re-opened. While the Freight House has re-opened, water remains over portions of the market area, so this weekend, the Freight House Farmer’s Market will once again be held at the Scott County Administration Building located at 600 W 4th St.
Other good news has also just come in. Iowa Governor Kim Reynolds signed a disaster proclamation for Scott County as one of several Iowa counties impacted by June/July floods. The proclamation opens grant assistance and case management services to affected residents for needs, including temporary housing, food assistance, personal property, and home repairs. Individuals and families must meet income eligibility guidelines to qualify for the Iowa Individual Assistance Grant Program. There are no income eligibility guidelines for case management assistance.

The Mississippi River has been gradually receding since cresting at 20.16 on July 9. Currently, it is at stage 18.97 and is expected to reach 16.2 FT by July 21. With these gradual changes, the City is able to modify the flood detour slightly, reopening River Dr at Mound, and the River’s Edge will reopen to the public on Tuesday, July 16.

After hanging around 20 FT since earlier in the week, the Mississippi River is expected to recede quickly beginning Saturday, lowering to 19.1 FT by Sunday and 17.5 FT by Wednesday, July 17.
At the current rate of retreat, little is expected to change in terms of flood detours over the weekend. The detour has been modified slightly as the closure of Locust between Brady and Harrison has been lifted. Watch for changing travel routes as the river continues to fall.

The Mississippi River at Lock and Dam 15 crested at 20.04 earlier this morning and is expected to hover around 20 FT through the week before gradually falling beginning on Friday, July 12. With this outlook, the current flood detour is expected to remain in place through the week, and the Davenport Compost Facility will need to relocate drop-off services temporarily. Our partners at the Scott County Emergency Management Agency, American Red Cross, and Salvation Army have also announced potable water support for residents impacted by flooding. Find details below.
- The Davenport Compost Facility will temporarily relocate drop-off services to the Scott Area Landfill from Tuesday, July 9, through Saturday, July 13. The facility is expected to reopen at its 2707 Railroad St location on Sunday, July 14, at 7:30 a.m.
- The landfill is located at 11555 110th Ave, Davenport, IA.
- Hours for drop-off will be Tuesday through Friday, 7 a.m. to 3:30 p.m., and Saturday, 8 a.m. to 11:30 a.m.

This afternoon, our partners at the National Weather Service revised the forecasted crest for the Mississippi at Lock and Dam 15 to 20 FT, arriving on Sunday, July 7. Staff is actively implementing flood defense measures for the anticipated crest.

Closures will be made as water continues to consume more of the riverfront and roads. Please do not walk or drive through flood water or move or go around barricades. Barricades are placed for your safety. What may not seem hazardous at the start could lead to an underwater destination with unknown hazards, such as the absence of paved surfaces and the presence of bacteria and other floodwater-related hazards.

Travel
- S Concord is closed between River Dr and Utah. The Davenport Compost Facility can be reached via Rockingham/Hwy 22 to Wapello to Railroad St (also see facilities). Closures will extend to portions of Wapello and Miller as the river rises.
- River Dr is closed on the west at Division to approximately Gaines, and on the east between Brady St and Federal. View detour map at this link. This detour will change in the coming days. River Dr between Gaines and Harrison is also accessible using north/south side streets.
- Beiderbecke is closed.
Sand and Sandbags
- Sand and sandbags are available for delivery by request to Public Works at 563.326.7923, 7:00 a.m. to 4:30 p.m. Sand and sandbags are only available to properties impacted at river stages 20 FT and under.
Recreation
- Credit Island is closed.
- The Riverfront Recreational Walk and Trail are covered or will become covered between Credit Island and River Heritage Park.
- Riverfront Parks (LeClaire, Veterans Memorial, Marquette Dog Off Leash, Spray Park, Skate Park) are closed.
Facilities
- The Freight House is open for business; however, access is limited. The location may be closed over the weekend due to concerns over safe access.
- The Freight House Farmer’s Market is being relocated. Watch for details later this week.
- Modern Woodmen Park is open for business. The parking lot will be affected as the river rises. No at-home games are scheduled July 4 through July 8.
- The River’s Edge will be open for business through Wednesday. Beginning Thursday, July 4 the facility will be closed until river levels fall below 19 FT and the parking lot and roads can be cleaned. Questions about the closure and/or programs should be directed to Davenport Parks and Recreation by calling 563.328.7275 (PARK).
- The Skybridge will remain closed. Currently closed for repairs to air conditioning, the facility will not be re-opened until repairs are complete and river levels are below 19 FT for public safety.
- Union Station will be closed beginning Wednesday, July 3.
- It may become necessary to temporarily close the Davenport Compost Facility’s Railroad St location due to water over the road. Watch for updates on Wednesday.

The latest forecast from our partners at the National Weather Service has upped the timing and crest of the Mississippi River at Lock and Dam 15 to 19.2 FT on July 6. With the change in forecast and arriving conditions, the flood detour will expand on the east beginning late this evening. As a reminder, residents impacted to stage 19 FT needing sand and sandbags should call 563.326.7923 to request supplies, 7 a.m. to 4:30 p.m., Monday through Sunday.

Our partners at the National Weather Service have revised the flood forecast slightly. The rate of rise is a little slower than anticipated and is currently expected to reach 18 FT by July 4. Crest timing and height are dependent on upcoming rain events. The good news is that we are prepared.
Those impacted at river stages to 18 to 19 FT and needing sand and sandbags are encouraged to prepare early. To request sand and sandbags, call Public Works at 563.326.7923, 7 a.m. to 4:30 p.m., Monday through Sunday.
Despite the slower rate of river rise, we encourage everyone to resist the temptation to go around barricades. Barricades are placed for your safety. The Riverfront Walk will begin to be consumed by the river over the weekend, with a current forecast of 16 FT on Saturday and 16.5 FT on Sunday; the trail between Credit Island and Marquette is already covered with water.

Heavy precipitation to the north and across the Midwest have resulted in river levels hovering between 13 and 14 FT since early June; however, things will be changing quickly over the next week. Currently our partners at the National Weather Service tell us river stage could reach 17.8 FT by Sunday June 30, and has the potential to crest around 18 to 19 FT at Lock and Dam 15 between then and July 4. The flood plan is active and crews will begin incrementally placing flood mitigation measures.

River levels have been hovering between 13 and 14 FT since initially rising on June 1. While current river level is at 13 FT, it is expected to begin rising again, reaching 14.2 FT on Sunday, June 16. For the near term, S Concord will remain closed between River Dr and Utah. Crews are monitoring conditions and we will keep the community updated should things change significantly.

Recent heavy rainfall across the Midwest is contributing to higher-than-normal river levels. According to current flood modeling by the National Weather Service, the Mississippi could rise slightly above the flood action stage of 13 FT to 14.1 FT by Saturday, June 1. While the anticipated river stage will cause few issues, crews are monitoring conditions and are placing appropriate flood control measures. For public safety, portions of S Concord between River Dr and Utah will be closed as river levels rise above 13.5 FT due to water over the road.

As our partners at the National Weather Service released their 2nd Spring Flood Outlook, it looks like we could be in for a break from seasonal riverfront flooding with a below-normal flood risk forecast. The outlook noted chances are likely to stay the same unless areas to the north receive above-normal precipitation, and right now, things look to be in our favor. Staff are prepared to switch gears should the need arise.

Our partners at the National Weather Service issued the first of three Spring Flood Outlook Briefings on February 15. As an early indicator of the types and depth of preparation needed, the City was pleased to learn that the chances of flooding this spring are below normal. With current chances of exceeding minor flood stage of 15 FT at 25% in early April, the City and riverfront community may get a breather from the hazard and inconvenience high river levels bring.
Although chances are low, as a resilient community, we will continue monitoring the forecast and prepare for river stages of 13 to 16 FT by performing preventive maintenance on flood systems and ensuring all equipment and resources are at the ready until the potential threat of flooding passes.
