FEMA is proposing FIRM Map Updates in Scott County

The Federal Emergency Management Agency (FEMA) is proposing updates to Scott County’s Flood Insurance Rate Maps (FIRM) following analysis conducted with updated LIDAR and other data points. In the proposed updates, the flood zone designation of some properties in the City of Davenport has changed. Here are some important tips for using the map viewer. The website may react slowly. Enter the property to be viewed in the upper left-hand corner. Use the geoprocessing tool on the right-hand side of the page to drop a pin at the location, and then run the report. The report will identify any proposed updates, if applicable, to the flood zone designation. Property owners who have questions, or need assistance accessing the map viewer, are also welcome to call or email our floodplain managers at 563.326.7765 or [email protected] to request additional information. 

Property owner’s may appeal proposed changes in flood zone designations that may be detrimental to the property owner by submitting scientific or technical data to City staff by the end of the day, Tuesday, April 11, 2023.

Staff will evaluate the data and respond according to evidence provided. If evidence provided is sufficient to appeal the proposed change, staff will submit their recommendation for the appeal. If evidence provided is insufficient, the property owner’s appeal will still be shared with FEMA. All appeals will be reviewed by staff and submitted to FEMA by April 18, 2023, to meet the appeal deadline.

Appeals received after the stated date and time will still be processed, however, property owners should be aware, appeals received after the stated date and time will be processed in later map updates. The effective date of the new FIRM maps will go into effect without the referenced appeal data.
