FINAL PUBLIC NOTICE
The City of Davenport, Iowa, has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) funding through the Iowa Department of Homeland Security Emergency Management (HSEMD) as a Subrecipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Special Flood Hazard Area Zone:
FEMA is conducting a floodplain review for these work sites as they were damaged by flooding in spring, 2023. Site 1 and Site 2 are located in a Zone AE, also known as the 100-year floodplain, per Davenport Flood Insurance Rate Map 19163C0365G, effective on 3/23/2021. Both sites are in developed areas and are outside of mapped wetlands.
Proposed Work and Purpose:
City of Davenport proposes to utilize contract labor to fix collapsed storm and sanitary lines and other associated road damages from a severe flooding incident that occurred April 24, 2023-August 25, 2023 as high flood waters damaged several components of the storm and sanitary sewer. Work at Site 1 removed damaged and undermined roadway, to replace 92 linear feet of reinforced concrete pipe and 8 linear feet of ductile iron pipe. The excavated area was backfilled with aggregate. Associated manhole cone was replaced in original location. Concrete road surface was replaced in accordance with Iowa Dept. of Transportation standards. Work at Site 2 filled a scour hole around an existing manhole with flowable fill and replaced brick paving materials.
Project Alternatives:
Alternative #1 (No action): The 'no action' alternative would leave the storm and sanitary sewer lines and roadway exposed to future flooding events, disrupting downtown traffic patterns.
Alternative #2 (Relocation): This alternative was not practicable as the cost of relocation significantly exceeded the cost of repair.
Alternative #3 (Repairs, with mitigation): Mitigation was not found to be cost-effective, based on the need to rapidly restore the facilities. Work has identified sewer lines that can be capped and abandoned in place at Site 2.
