DREAM Project

The Davenport DREAM Project can help current and future homeowners build vibrant spaces within the City of Davenport, all while engaging and building a more connected community.

The Davenport DREAM Project is a neighborhood restoration project that hopes to inspire a renewed interest in the unique architecture and character found in the City of Davenport’s heritage neighborhoods. We know that the restoration of one home leads to the rebuilding and engagement of an entire community.

The inquiry period for the Davenport DREAM Project will be open from July 1, 2026 through July 31, 2026. In order to submit an inquiry, click here to submit an online form, call City Hall at 563-326-7765, or come in person to City Hall during normal business hours, Monday through Friday from 8:00 A.M. to 5:00 P.M.

New Homeowners

Applications  for new homeowners are accepted on a rolling basis until all slots are filled. Starting July 1, the Davenport DREAM Project will be accepting applications from new homeowners who have purchased a home in the DREAM area within the last 45 days. Please reach out to DREAM Staff at 563-326-7765 to learn more or request an application.

Application Requirements

To qualify for the Davenport DREAM Project, applicants must provide a minimum of:

  • Proof of current homeowner's insurance
  • Proof of identity
  • Proof of no outstanding liens on the property
Contract owners are not eligible to apply. After submittal of your initial application, you may be asked to provide more information. Some participants may be required to provide information on income and household size.

New Homeowner Assistance

Participants purchasing a home in a Davenport DREAM Project neighborhood will be eligible for a five-year forgivable loan of approximately $20,000. The property must be owner-occupied during this period. The funding can be used for health and safety concerns, major mechanicals, and/or exterior improvements made to the property. City funds will assist with needed exterior improvements first, and then remaining funds can be used for interior improvements.

Applications will be accepted on a rolling, first-come, first-served basis.

Existing Homeowner Assistance

Participants purchasing a home in a Davenport DREAM Project neighborhood will be eligible for a five-year forgivable loan of approximately $20,000. The property must be owner-occupied during this period. The funding can be used for health and safety concerns, major mechanicals, and/or exterior improvements made to the property.

Inquiries will be accepted from July 1 through July 31. If you are eligible to receive an application, you will be contacted by a Community and Economic Development team member. If more applications are received than there is funding available, then applications will be reviewed and scored. Applicants must address existing code violations in their scope of work. Applications that request roof replacement alone will not be considered, but if roof replacement is requested in conjunction with other improvements, it will be considered.

Process Details

The City of Davenport’s Community and Economic Development (CED) staff administer the Davenport DREAM Project. CED staff will provide assistance for residents who would like to apply for the program. Individuals requiring accommodations should call 563-326-7765 or TTY 563-326-6145 for assistance. Interpretive Services are available at no charge.

Once a Project has been approved, the Rehabilitation Specialist can assist the resident as requested in obtaining a minimum of two quotes from contractors that meet program requirements. The resident can choose any contractor that meets program qualifications, including but not limited to City licensure, State of Iowa Registration, proof of insurance, and any associated lead requirements. Payments will be made directly from the City to the Contractor after completion of all work.

In the City of Davenport, you may not be denied housing because of your race, color, religion, sex, sexual orientation, marital status, familial status, national origin, creed, age, gender identity or disability.

In addition, persons are prohibited from threatening, coercing, intimidating or interfering with a person who is exercising, or helping someone exercise, any fair housing rights provided in fair housing laws.
